Development Plan

We are building Eurosky on the AT Protocol, the state-of-the-art, open-source technology developed by the Bluesky team. AT Protocol enables an open and interoperable social web where users own their identities, content, and connections—giving them freedom to move between apps without losing data. It breaks platform monopolies by separating content, identity, and moderation, which unlocks competition, innovation, and user choice.

Just as unbundling telecommunications infrastructure sparked innovation and improved communications for everyone, the unbundling of social platforms is creating space for new products, services, and businesses.

Our first deliverable will be the Commons for Content Moderation (CoCoMo).

Commons for Content Moderation (CoCoMo)

CoCoMo is a foundational component for Eurosky. It will provide a shared moderation system for developers and startups interested in building applications on top of ATProto. It will allow for the encoding of regulatory standards and simplify and reduce the cost of managing the moderation obligations of technology platforms. It will also ensure that moderation processes happen in accountable and sovereign infrastructures. This system makes it possible to deliver both regulation and innovation at the same time.

Moderation Relay

CoCoMo will provide a modular and transparent moderation relay for decentralised platforms.

Control and Transparency

Label-based filtering, geo-specific content controls, audit logs, user appeals, and policy transparency.

Broad support

Supports apps, app views, and smaller operators by design, without centralizing power.

This commons-based and interoperable approach is aligned with emerging trust and safety and moderation practices. It complements and builds upon projects such as those of our partners ROOST, a user safety initiative also joined by most current industry leaders, which was launched at the 2025 AI Action Summit in Paris. 

Early design and development work for CoCoMo started in July 2025, with initial investment provided by the Free Our Feeds campaign, and a beta launch planned for December 2025.

Future Development

We aim to develop a full social media infrastructure suite to power social web applications and services. We focus on building tools for developers and companies, rather than consumer-facing apps. We will collaborate with Bluesky and the global ATProto community to ensure the protocol is independently and robustly governed as a global commons. 

European PDS

A Personal Data Server (PDS) stores a person’s data, guaranteeing they can move to another PDS without losing their identity or followers. We will establish a European PDS provider and services.

European Relay

A relay is a system that asks PDSs for the latest interactions, such as posts, and likes. It produces a firehose of data for feed generators, content moderation systems, and apps. We will set up and operate a European relay.

Index

An index makes the content of an ATProto network searchable, allowing people, posts, and other content to be easily found. We will work with a search partner to operate an index.

We are exploring other infrastructure tools to support the ecosystem, such as payment systems and privacy-preserving advertising solutions.
